Measures E & I
Overview
Thanks to the generosity of the Orinda community, voters approved Measures E and I in 2018, providing $105 million in local school bonds to help create safe, modern, and 21st-century learning environments for students in the Orinda Union School District.
Measures E and I are funding both new construction and the modernization of existing facilities. Projects supported by these funds include:
- Construction of the new Sleepy Hollow Multi-Purpose Room
- Construction of the new OIS Student Services Building
- Installation of the Heating, Ventilation, and Air Conditioning (HVAC) system in all instructional spaces at all schools.
- Electrical upgrades at all schools.
- Modernization of old and outdated classrooms, including installation of double-pane windows, door replacement, insulation, restroom upgrades, as well as ADA access compliance.
- Enhancements to school safety and security, including the installation of safety cameras at all schools.
Bond Oversight Committee
All Bond funds are locally controlled and dedicated to benefiting OUSD schools.
- By law, no funds can be taken by the state or used for purposes outside the district.
- A Citizens’ Bond Oversight Committee and independent annual audits ensure transparency and accountability (See CBOC page.)
- No bond funds may be used for administrator salaries.
Project Development
All Bond-funded projects must comply with the language in the Measure E and I ballot. The Bond Executive Team (BET), comprising board members, staff, and field experts (architects and engineers), reviews the proposed projects, assesses the budget, and prioritizes the implementation of bond-funded construction.
Each project must be approved in a public Board of Trustees meeting.

“To update science, technology, engineering, art and math classrooms/labs at all schools; maintain libraries; upgrade technology infrastructure; construct, acquire, repair classrooms/facilities, sites/equipment, shall this Orinda Union School District measure authorizing $50,000,000 in bonds at legal rates, levying 3 cents/$100 assessed value, averaging $2,900,000 annually while bonds are outstanding, be adopted, with citizen oversight, annual audits, no administrator salaries, all funds controlled locally, and all funds for Orinda schools only?”

- Yes: 7,158 votes (66.40 percent)
- No: 3,622 votes (33.60 percent)
