Overview

Thanks to the generosity of the Orinda community, voters approved Measures E and I in 2018, providing $105 million in local school bonds to support safe, modern, and 21st-century learning environments for students throughout the Orinda Union School District.
 
Measures E and I are funding both new construction and the modernization of existing facilities. Projects supported by these funds include:
  • Construction of the new Sleepy Hollow Multi-Purpose Room
  • Construction of the new OIS Student Services Building
  • Installation of heating, ventilation, and air conditioning (HVAC) in instructional spaces throughout the District
  • Electrical and infrastructure upgrades
  • Modernization of aging classrooms and facilities, including double-pane windows, door replacement, insulation, restroom upgrades, and accessibility improvements
  • Safety and security improvements, including security cameras and classroom door locking systems
 

Bond Accountability

Measure E and I funds are locally controlled and dedicated to benefiting Orinda Union School District schools. 
  • Bond funds may only be used for purposes authorized by the voter-approved measures.
  • Bond funds may not be used for teacher or administrator salaries or other school operating expenses.
  • An independent Citizens' Bond Oversight Committee reviews bond expenditures.
  • Independent financial and performance audits are conducted annually to ensure funds are spent as authorized.
 

Project Development

All bond-funded projects must comply with the voter-approved Measure E and Measure I project lists. The Bond Executive Team (BET), which includes District representatives and professional consultants, reviews proposed projects, budgets, priorities, and implementation of the bond program. 
 
Bond-funded projects and related contracts are brought before the Board of Trustees for approval as required.

In 2018, voters approved Measure E, authorizing up to $50 million in general obligation bonds.
 
Measure E was approved to update science, technology, engineering, arts and math (STEAM) classrooms and labs; maintain libraries; upgrade technology infrastructure; and construct, acquire, repair and improve classrooms, facilities, sites and equipment.

  • Yes: 7,607 votes (69.87%)
  • No:  3,280 votes (30.13%)

Student Safety and SChool Repair Measure

In 2018, voters approved Measure I, authorizing up to $55 million in general obligation bonds.
 
Measure I was approved to support classroom air conditioning; electrical and fire-safety improvements; security lighting; communication and camera systems; classroom locks; STEAM classroom improvements; and the construction, acquisition, repair and improvement of classrooms, facilities, sites and equipment.
 
Measure I - Election Results
  • Yes: 7,158 votes (66.40%)
  • No:  3,622 votes (33.60%)
