Expanded Learning opportunity Program (ELOP)

Orinda students in grades TK through grade 6 can opt to participate in BASC-ELOP on 30 days in addition to school days. The dates are:
  • November 23 & 24, 2026 – Thanksgiving Break
  • December 21 & 22, 2026 – Winter Break
  • April 5–9, 2027 – Spring Break
  • June 1–30, 2027 – Summer
Families can sign up to have their students attend on the days above. Families who qualify (English Learner, Homeless-Foster Youth, and families who qualify for Federal Free and Reduced Lunch) must register but will not pay a fee. The state ELOP grant funds their participation. 
 
All other Orinda families may sign up and attend, however will be asked for a fee that will cover staffing, enrichment and academic support. 
What is ELO-P?

What is ELO-P?

The State of California Department of Education (CDE) has developed a plan to serve the needs of our students and families by introducing the Expanded Learning Opportunity Program. All school districts in the state are required to offer this program beginning with the 2023-2024 school year. 
 
CDE defines ELO-P as a before-school, after-school, or non-school-day learning program that focuses on developing the academic, social, emotional, and physical needs and interests of pupils through hands-on, engaging learning experiences.
 
How is ELO-P Funded?
 
Funding is provided by the California Department of Education based on the number of students enrolled in the district who are multilingual learners, foster youth, or those who qualify for free and reduced-price lunch.

What are the ELO-P requirements?

The California Department of Education (CDE) has identified the following requirements for districts implementing Extended Learning Programs.
 
These requirements and district priorities are:
  • When combined with the instructional day, the program must provide a 9-hour day for students. 
  • The program must offer enrichment opportunities that engage students and that are based on student interests. 
  • The program must be offered to all students in Transitional Kindergarten through grade 6 who are multilingual learners, foster youth, or those who qualify for free and reduced lunch. 
  • The program must be offered at each school site. 
 
The program must be offered on 30 non-school days. For OUSD, the non-school days for the 2026-2027 school year will be:
  • November 23, 24
  • December 21, 22
  • April 5-8
  • June 1-30
